There was a great reply to a letter in "Bolton Evening News" in which a reader complained about daft speed limits - namely the Moss Bank Way dual carriageway Ring Road which used to be a 50mph, and now 40mph - and given that the road does run past Moss Bank Park and a couple of schools - the writer suggests that it should be a 30mph zone - and perhaps he is right!
This partiucular reader bemoaned the fact that Belmont Road - running up into country side towards the local moors is a 30mph and is being targetted by police in bid to entrap motor cyclists as they welly it homewards from a jaunt around the Rivington Fells there.
In response to this letter - a lady wrote that Belmont road had a footpath on one side and
Um - do not really know the area - but if one side of road had footpath - you would not really be crossing the road to walk on the side with no footpath?
Do Bolton folk drive on footpaths?
Anyone know this road? What point is this lady reader of "Bolton Evening News" trying to make?

that cars driving above 30mph posed a serious threat to pedestrians on that footpath!
Um - do not really know the area - but if one side of road had footpath - you would not really be crossing the road to walk on the side with no footpath?

I know both roads very well, I drive down Belmont road a few times a week.
Moss Bank way is actually the ring road around Bolton, so they thought it would be usefull to lower the limit and change it from a dual carrageway to a single lane with the use of a few thousand gallons of white paint!
I don't think Bolton Council want people in the town, I think they have the most expensive parking outside London!
As for Belmont road - a great A road the was reduced from NSL to 50 fo most of it's length. It's not 30mph except in the more built up areas.
Apparently they story goes that the council asked the local bib if they should lower the speed limit. BiB actually said no as they could police it better. The council lowered it anyway and the BiB stopped policing it altogether until recently.
Ther'res probably a biker killed on there every other week. My sailing club is on the road they regularly pass at > 120 mph even now it's a 50. There's some blind twisty bits that they take in straight lines and that's usually where they come a cropper.

I see about 1 person a week walking down the footpath next to the road, and the only bit that has a footpath on one side is in the 50/NSL section. I bet not one pedestrian has been killed on or next to the road, she's just a busybody with no facts!
