Police Creating Havoc ?

This is what I saw today from the south bound Knowley Expressway (Extention of South Bound M57 which takes you to the Runcorn to Haleword Dual Carriage way) :
A north bound queue of 2 miles caused by a Police Check on cars. Basically using cones they were funneling this Dual Carriage way into 2 single stationary lanes and doing some sort of Check.
The thing that really struck home was that there seemed to be 2 BIBs with clipboards doing the checking and 10 others standing around chatting. They may have been in the middle of a meeting, but quite frankly if I'd have been going north bound I'd have been unimpressed by the efficiency.
I expect that tomorrow I'll be in a similar queue going south bound !
