Unmarked Camera Van?

On the A64 (dual carriageway) near the junction with the A1(M) in North Yorkshire, I passed a lay-by in which I spotted two marked police cars and an unmarked white van. The van had side doors open and I could see - what I can only describe as - high tech equipment.
An hour later, I passed the same lay-by - the cars had gone but the van was still there with its rear facing the oncoming traffic.
Call me paranoid, but I'm sure it was an unmarked speed van. If so, presumably the fact it had no markings means it is illegal(?)or at least is contravening some guidelines.
I want to write to the Chief Constable - what guidelines should I quote?

Guidelines are just that. There is no legal requirement for the van to be marked.
Like the others said, probably ANPR.
