An interesting question arose on the Cumbria 'Silly' Camera Partnership Forum.

A Police Officer is authorised by law to estimate your speed and confirm it with a speed camera of some sort, a civilian is not. Therefore the question is - Is it legal for a civilian to operate a Scamera van with no policeman present?

If it is not then any prosecutions made following 'capture' by a civilian-operated van must be, at best, 'unsafe'?

AFAIK the civi is just recording the data for a real police ocifer to validate and send out the niperoonie later on.

I actually prefer civi operated vans because they have no power to pull me over if I forget to turn my garage door opener quick enough....
