'video' camera filming...???

For all of yesterday there were what looked like 2 video cameras mounted (on tripods) one over each lane of one dual carriageway.
There was a plain escort type van parked up next to it for the whole day, and occasionally spotted was a guy in flourescent jacket.
Any ideas?
speed check? traffic survey?
I'm not a great fan of camera's i can't identify!!!

I wondered about that too. He was hiding in bushes near PC world earlier. Had the feel of ANPR, but no about. Might have been a traffic survey of some sort, but I still had a bad feeling. Almost stopped and had a chat with him as I went over the roundabout... But I didn't
