Camera Partnership lone ranger with hand camera?

Was travelling down the M40 2 weeks ago, doing an indicated 78mph, when I noticed a lone person with a cap with blue band, crouching down against the railings over the motorway, carrying what looked like a hand camera.
What do you think he was doing?
Must admit to being a bit miffed because if the partnerships can do this, then they will catch millions of motorists. He was so inconspicuous ( no van etc) that i doubt most people even knew he was there.
On the return journey, I noticed a large piece of apparatus mounted in the same bridge over the centre lane.

He might have been repairing/replacing/fitting a Trafficmaster camera thing that is mounted to bridges.

I've gone past (and over) bridges where this has been happening and it does look a bit suspicious from a distance.

He might have just been a photographer getting some interesting movement shots.
