Id like to tow a un taxed car for about a 2h round trip over the weekend. Is it legel to just tie it to my mates car and tow it on the public roads. the car has a MOT and insurance

If you are towing to a pre-booked MOT and back that's fine, otherwise it needs to be trailered.

Any car with a wheel on the road needs to be insured, M.O.T'd and taxed or insured and on the way to a pre-booked M.O.T. Even if it's being towed on an "A" frame, spectacle, dolly or beaver tail recovery truck. All four (or however many) wheels (it has) have to be off the road.

Trailer rental is quite cheap these days. You can probably rent a tariler for £45 a day. Tow vehicles an also be rented from Lantern recovery services too.
