Cameras I've not seen before - Oldham

Took a trip up north today, and while travelling along the A635 between Ashton-under-Lyme and Mossley I spotted a couple of cameras, a sort I've not spotted before. They were positioned on the other side of the road, but pointing at me as I came around a corner. They were not like the front facing ones we have in Northants, which are a square box, but were taller and thinner.
The stretch of road was quite wide and there had been no speed camera warning signs, or speed limit signs and 40 felt about right, although I did hit the breaks when I saw the camera. There was no flash or anything from the camera. Are these speed cameras ?? There were also the signs that light up saying "Slow down - 30) on my side of the road, which did light up, so obviously 40 was not about right (oops). I was wondering whether the things that look like cameras are just sensors for the lit-up signs, or are they actually cameras. And if they are cameras, would they have flashed if I was speeding ?
Any ideas ?

Tameside council use them to "monitor" traffic speeds.
If you trip one you may receive a letter warning you not to speed. These are not police operated, unlike the many Gatso's around here.
