Provisional licence & Health Declaration

Advice wanted for a mate here if poss.
He is 32 and suffers from mild (fits only occur every 8 months or so) nocturnal epilepsy (Fits are always in bed, usually first thing in the morning or late at night). He has never had a driving licence although as a basi one ski instructor has driven plenty of Landies off road etc. He has recently gone over a year without a fit (due to having kids and only drinking once in a blue moon I suspect), and is therefore now eligible for a provisonal licence.
BUT in a moment of madness 18 months ago he applied for a provisional, and ticked the box to say he had never suffered fits and blackouts etc. The reason for this was he couldn't see any other way of getting his pregnant wife (who drives and has a car) to the hospital at short notice. He never actually used this licence, but it was very stupid and I have told him so.
He is now worried that if he applies for another provisional licence, this time admitting that he suffers from epilepsy, but has been over a year without a fit he will be liable for prosecution, for making a false declaration on the first licence
Any comments/advice on how he can get a provisional in these circumstances ?

Nah...tell him to admit it...It's unlikely they will do anything about the other licence as he's now coming clean.
If questioned about it, he could always deny any wrongdoing before and he must have ticked the wrong box..
Honesty is the best policy with stuff like this. Or else it all goes tits up when he has a fit whilst driving and kills 4 at a bus stop!
