Temporary Cameras M5

Driving up the M5 this morning, just where all the cars are parked up waiting delivery (can't remember what it's called!) there were temporary cameras on the motorway..

One camera covering each carriageway, and then another set about a mile further down the road..

Any ideas what they were??

Portbury docks by Bristol, between the Avonmouth and Gordano Services turnoff?
