Con and Use Regs make it lawful for a device to be fitted to a mv, not being a two tone horn, designed to emit a sound for purposes of informing public goods on sale on vehicle.

Control of Pollution Act 1974 Sec 62

(1) if one fitted total ban on use for any purpose between 9pm - 8am

(2) Banned from 7pm to 12 noon following day if loudspeaker fitted to vehicle being used for conveying perishable commodity for human consumption and for informing public of that fact AND in operation does not give reasonable cause for annoyance. However Local Authority, exercising their authority under Noise and Statutory Nuisances Act 1933 may consent to an amendment to these hours at (2)

Outside this, which I presume is your enquiry,(the bells) then offence committed.

There was a great 'ex-ice cream van' in the queue at Portsmouth ferry terminal (Le Mans weekend), late evening on the Thursday.

Every time it played the 'come get one' call, about every 10 mins, the occupants queued for the next can
