S172 - when are points valid from

I've had a friend...
(really - I have a lovely clean license and currently have no car so it's likely to stay that way!

...who's been in the process of going to court over a not signing offence since the beginning of last year. From memory, speeding offence committed in Jan, never signed NIP and S172 summons received in the beginning of March 2003.
After initial contact problems re changing address, plus 2 ajournments, he's gone to court today, but they messed up their scheduling and told him that it would be put off - most likely for a few more months.
My question is this - given he'll get 3 points for a s172 offence, will these come into effect from the date of the offence (28 days to reply up in Feb 2003) or the date of conviction, whenever this may be?
