parking ticket sent to wrong address...

Hello PH. i require your assistance...
I have received a letter today from Newham London council regarding a parking fine.
firstly the car has been incorrectly registered by the DVLA to A6 rather than 176 - the machine which i assume scans and registers this has joined the 1 and the 7 and made it into an A. I have written to the DVLA previously and the police that this is an incorrect address - there is no A6 on that road.
the initial camera enforcement letter that has gone out went to that address and the post office i would assume have returned this. this was apparently sent out to 9/7/12
depending on who the postman is sometimes letters on A6 do get delievered to me.
now the enforcement letter has come through with a 50% increase of a total £195!!
Now why this is important is that when i parked my car at 9:29am i was advised by a traffic warden that its free parking before 10am. as shown on newham council's own website

so i've gone and come back before 10am.
but this notice i received is stating i was parked in a loading place during restricted hours - i was never advised of this nor did i see any signs stating this. IIRC the before 10am free parking was stated on the machine too as i was about to put money in but it wasnt taking it *due to it not being 10am yet.
so can i still appeal on this basis even though the original letter of enforcement was never received by me?

The fact that their letter was incorrectly addressed and therefore didn't reach you, should be enough to get the fine put back to the original (discounted) rate.
As to the rest of your argument, you can still put that to them. I've had some dealings with Newham in the past. Some very dodgy Wardens working for them and I told them so.
I had two tickets cancelled after making a complaint regarding the dishonesty of their Employees.

The letter you sent to the DVLA - was it by Recorded Delivery by any chance? did you get a reply? AIUI it's the Registered Keeper's responsibility to ensure the V5 information is correct, and I'm pretty sure that if it's wrong it's therefore "your fault" so far as the law is concerned.
