Don't mix Fixed Penalty Tickets up with Conditional Offer (i.e. speeding detected by camera) as they are seperate but similar procedures.
Where a Constable (SCP) has reason to believe a FPT offence has been committed and a FPT has not been issued, then a Notice (Conditional Offer) may be sent to an alleged offender. There is no time limit mentioned on sending this out but virtually accompanies the NOIP which has to be served within 14 days and 172 Form (name driver).
However there is within 28 days of the offer being made for payment to Fixed Penalty Clerk (longer if offer states so) also that within 28 days, or more if stated in the offer, then proceedings cannot be commenced - which allows time for payment.
If payment not made within 28 days or time specified in CO then court proceedings kick in or the speed was such that it is deemed that Conditional offer will not be made.
Information has to be laid within 6 months if it is going to Court and once this has been laid then service of summons can exceed 6 months from time of offence.
