Possible Mobile Speed Camera??

Saw a weird thing today.. (Sunday)
Driving to work i saw this estate car parked up in a layby by the side of a B-road that goes down a hill. The estate car was pointing up the hill with the boot open. I can't recall exactly, but it looked like someone was sitting in the boot with a type of camera pointing down the hill...
Car was completely unmarked... and its confused me a bit.
Could this be a type of mobile speed camera? If so, i thought they had to be clearly marked?
Edited to add - in this situation would the camera be aimed on the downhill bit of road (camera behind car) or aimed at cars coming up the hill? Considering most people drive 80+ down the hill, and 60ish up the hill...
