Speeding Police cars

What's the ruling with speeding Police cars.
I was travelling down the A45 in Northamptonshire yesterday at a steady 70 mph with the cruise control set. I looked in the mirror (as you do) and saw a fast travelling car. As the car got closer I spotted something on the roof, I realised it was a Police car. This car had no blues and two's, and as it was a Volvo estate, it had no daytime lights on either. The vehicle passed me with ease and was probably travelling in excess of 100 mph. uhhmmm, not too impressed.
As far as I'm concerned, if there was an emergency then they should at least have had their blues and headlamps lit up.

In the event of an accident, it would be up to the police driver to justify why he was travelling in excess of the speed limit without warning auxiliaries activated. It would depend also on the accident. ie: if no other cars involved, or if a car had pulled out on him/her...etc
Just don't be naive...police drivers often exceed the speed limit for a variety of reasons, quite lawfully. However, if something goes wrong, they'll be investigated and scrutinised far more than Joe Public...let me tell you..

Some reasons off the top of my head for such 'stealth like' actions are:
1) Emergency that is unfolding elsewhere that requires other mobiles, but not quite "NOW NOW NOW"
2) Attempts to catch up with other vehicles who are in front and exceeding the speed limit. Afterall, if the Bib stuck to 50-70 mph...everyone would be pissing about behind in all three lanes like a rolling block..
3) Backing up other officer at an 'incident' which might be on villages either side of the motorway, and sirens etc might 'give the game away'.
finally,
Depending on the road conditions, volume of traffic, blues/twos can sometimed hinder your progress...people doing 90mph in lane 3 slow down to 70 and creeeeeep past the car in lane 2, thus blocking you...
