Unmarked Ford Galaxy on the A46

Came across this on Saturday on the Cheltenham side of the A46 Stratford bypass. A completely unmarked burgundy Ford Galaxy (I think) with a man on the back seat, parked in a layby on a dead straight stretch. A police bike lay in wait at the next junction - which was about a mile away. I was under the impression that vans had to be marked...

I've stopped and spoken to ANPR and talivan operatives. This was definitely an LTI 20/20. I'd be very pleased if we swapped all our gatsoes for ANPR cameras!
