Legality of a parking ticket

A question for a nice Monday morning
Blueside Shopping centre is on privately owned land. They have contracted their parking enforcement to another company, lets call them Parking Enforcers Limited for this. If Parking Enforcers Limited were to issue you a parking ticket would it be valid, or would I be able to just ignore it?
Or can just the Ecilop's and Real Traffic wardens issue and enforce parking tickets?

Kind of in the same vein. Peterborough railway station have employed some parking nazis to 'control' the public road which the station fronts. These guys are a PITA and only approach private drivers and not the hoards of black cabs blocking up every accessway. I'm all for a bit of fair parking control, but not private drivers being moved on so the taxis can park on the same are of road (not a taxi rank BTW).
Can they actually do anything - or are they just employed to blow hot air?

Dunno - i once got a parking ticket parked on private land by (council?) parking wardens...
The land was three parking spaces on the other side of double yellow lines at right angles to the road. The building recessed to allow these three spaces to be there. I was working in the back of the building next to the spaces and parked the car across the three spaces but not touching the yellow lines at all and obviously off the pavement. It was quite legitimate as it had been cleared with building security and with the people in the building who used the spaces. In the car i had left a note with my number for them to ring if they needed the car moving.
Got a ticket for obstruction of car parking spaces!
Wrote in and explained, told them land was private and i was working for the building concerned (who had not commisioned nazi, er i mean traffic warden) - nope, still had to pay.
I wrote three further contesting letters and then left the company (unrelated) so don't know how it turned out, but i was astonished that they were pursuing it, when in my understanding they had not a leg to stand on. I have a feeling my boss caved - shame, i'd have gone all the way to court!

On the public highway, no. On private land, quite probably. Just wait in the Mayors Walk entrance instead

As far as I am aware a Local Authority Order is required for a "Parking Area" or "Off Street Parking"
under Road Traffic Regulation Act 84/RTA 1991 if parking tickets are to be doled out. Otherwise, on private land, clamping only under certain conditions can come into play but no tickets.
Recent Transport Bill gives power to LA's to apply for Order designating the whole or part of LA area as a civil enforcement area for parking contraventions and can then employ their own or on contract Civil Enforcement Officers.
Infringements of Parking Order may by Regulation be considered to be either:
criminal and triable summarily at Mags Court, or
amount recoverable by Order of County Court if not paid.Seems majority are moving to these ends.
So you can have tickets being issued on seemingly private land by civilians who must wear a uniform.
Faced with such a ticket my first attack would be to establish whether a lawful Order has been made and what it contains.
