Help! I'm confused...

I saw Peter Hain at the Swansea Service Area yesterday, checking out the "Safety" Camera Partnership stand. A few minutes later I saw the very same minister talking to Malcolm Wilson - Ford WRC supremo.
If "Speed Kills" presumably it can on Special Stages, as well as on public roads. Was Mr Hain endorsing Ford's WRC bid (implying acceptance of the need to drive quickly with regard to conditions etc)and also Camera Partnerships (fixed speed limits, no consideration of traffic levels/road conditions)?

I saw many fences in South Wales yesterday, but none as big as the one Mr Hain appeared to be sitting on.

No doubt the people of South Wales will be delighted by the number of police on the roads this weekend - one wonders what the officers would be doing otherwise, investigating crime, visible policing on the streets of towns away from the rally. What a wonderful use of resources.
