Targeting speeding Boats....

For a great many years I enjoyed the pleasures of keeping my boats on Loch Lomond which is the largest inland loch in Britain.
There were two significant accidents within a few years of one another, both horrendous resulting in explosions and deaths, and both 100% due to alcohol abuse, I'm talking about people piloting vessels who were staggering drunk.
What do the local authorities do?
They force everyone to license their boats, stick enormous numbers on the side and put a police boat on the loch and book them for speeding.
The loch now has only about forty percent of the vessels it had and the whole atmosphere has been ruined, not to mention the businesses that have been affected.
Who said the authorities have an obsession with speed?

I'm convinced the sort of people with the power to introduce and manage speed limits (or any sort of control / inconvenience) are just looking for an excuse, any excuse no matter how tenuous the link.
