M4 hidden camera

Anyone offer advice as to why there is a camera hidden in a gantry on the M4? It's between the M25 and jc5 (A4-Langley) travelling West. Above the centre lane in the directions board above the road... (you can only see it when travelling towards London)

Sometimes the radar is definitely on!!

After about 20.00 on a good day and mostly through until 06.00!

Not this Friday it didn't! Edited to add: probably a traffic census camera or something, must take a closer look asafp

Doubt very much if it's any kind of speed device, but i'll be checking the post for the next, oooh, 10 days anyway......

We now have lines painted on the motorway under the gantry like the nearby M25...
