But this activity does have victims. Particularly parents of young adolescents who get hooked on the stuff and who's behaviour becomes irrational/paranoid and their prospects at school become a downward spiral.
I have personal experience of this at the moment.
I will personally skin dope growers alive when I find them! Metaphorically of course

Erm not practising your archery on a Sunday (no longer enforced)
Hating Tony Blair (oops sorry that is not illegal until nest week)
Oh yeah, Shagging the Prince of Wales wife is treason and punishable by death, however James Hewitt is still around.
Supporting a republic is still treason and the editor of "the sandalist" is on record as a supporter yet he is not in the tower.

I didn't say ANYTHING about supplying children with Drugs did I?
I didn't think i would have to explain what i meant...If an adult grows a dope plant for his/her own use, i see THAT as a victimless crime.....
burgling a house at christmas, then selling the haul to buy a key of coke, which gets cut down and sold for a million 'E's, which get punted out to people in the local chav-haven for £5 per pop, which funds the local Al-Qu'eda cell to plan to blow up the houses of parliament...
(well of course it's victimless, it will go unreported!)
Does anyone do tongue removal operations? mine is firmly stuck in my cheek!

I am personally only aware of one, but I am aware that with our history there must be a number, so aside from exciding a posted speed limit, what other victimless crime are you aware off and how is it enforced?
Surely all motoring offences, not just speeding, are victimless when there is no prang?
I asked this question a while back in a thread and the only two crimes (excluding the old ones no longer enforced) that people could agree were always victimless were speeding and possession of drugs.
Obviously some others can sometimes be victimless (eg dangerous driving if there is no actual incident/accident on a deserted motorway).

I don't consider dangerous driving to be a 'victimless' crime because they are putting other people at risk either of being directly involved in a collision, or indirectly of having to pay to clean up the mess afterwards.
I would consider breaching the law on a techicality to be a victimless crime if it didn't affect anyone else. For example, exceeding a speed limit when it is safe to do so, does no harm to anyone as far as I can see. I would consider that to be a victimless crime. (Other people may not always agree with my view of what is 'safe', so there is an element of concensus here.)

But exceeding the speed limit can easily become Dangerous Driving, and that was my point.
