Dorset Police have the following vacancy;
"Freedom of Information Manager (Operations Division)
Salary Scale F (£20,995 to £24,651)
You will manage the delivery of a programme of work designed to ensure that
the Dorset Safety Camera Partnership are in a position to respond
appropriately, effectively and ethically to the demands placed on them by
the Freedom of Information Act. You will also act as the Partnership Health
& Safety Officer.
Closing date 20th October 2004"

What type of person would be interested in this kind of 'career'

Actually the FoI manager /could/ be your friend..
the Freedom of Information act means you can request pretty much any piece of information from the police or local authority that you feel you need (or have a right to) know.
so you could ask to see all correspondence (emails/faxes/letters/records etc.) relating to xyz incident/speeding charge etc. to validate that you have been treated fairly and in accordance with guidelines.
such requests have to be approved by the FoI manager to make sure they are not releasing 'classified' informaiton - in any event the FoI manager should tell you why your request for info has been declined and give a valid reason - which is audited by an independent to ensure compliance..
...or something like that (co. I work for does a lot of IT work in this space)
TBH its a bit of a timebomb for most public sector org's - there are a whole raft of people who know 'embarassing' information just waiting to officially request it & make public..
of course I'm sure all requests could be neatly binned and stonewalled as its classified /cynic_mode:OFF

I have asked a few partnerships for their publication schemes to see what they propose to release without question. Come January 2005 I am sure that there will be a fair few people who will want to dig a bit deeper

Get into the system and eat away at it bit by bit.
Get into the core programme and start to erase it. Once you have access codes and main server address, sit at home with IP masking software and destroy the system.

Whilst a reasonable level of incompetence is a significant advantage for the position, full on the job incompetency training will be provided.
The successfull candidate will possess a sound knowledge of weasel words and the ability to completely ignore any slightly difficult questions whilst putting fingers in ears and chanting "speed kills".

The FOI act will mean that if you request the cashflow statements from the cash camera partnerships you. as a member of the public, will be entitled to them.
That, I think, is when heads will roll....
You can get cashflow details already - when the audit for the police authority and local authority is under way by law you can inspect all accounts/receipts/invoices etc.
