Whats the difference between a CPZ and the normal residential parking zone where I live?

I would say Control.

CPZ's AIUI are the result of Order by LA following consultation with local businesses and residents intending to cut down ad hoc parking and only allow certain areas controlled by zone and how long allowed. I gather it is an attempt to reduce traffic congestion and get people onto other forms of public transport. I think you will find that residents are protected as they can apply for a parking permit.

Other parking in residential areas do not suffer the same amount of Control and thereby can cause conflict/congestion.
