Blinded by a camera

Tonight I was travelling South through Brandon on the A1065 about 19:50 towards the camera.I was already on the striped lines in my direction but not too concerned by the camera as I was only doing 28mph.
The car on the opposite side of the road set off the camera.
On the first flash my eyes were automatically drawn towards the camera only to be dazzled by the second flash. I could see the image from the flash for a few seconds after and it was certainly a very serious distraction. I guess the dark made the effect of the flash worse than it would be in daylight.
I guess if I had an accident they would attribute it to the excessive speed of the other driver.
I will be writting to the Suffolk Camera Partnership to request that they adjust their flash unit. I wonder what sort of reception I will get.
Anybody know the best way to phrase the letter?
