Today i was hit, causing slight damage to my car.Luckily it was the company hack. The company have decided to pay for the repairs rather than wast time etc as its only minor.

My question is "what are "D" plates allowed to get away with? i.e do they have to be insured? i assume you could struggle to take them to court.

Apparently some of the stories about diplomatic plates are a bit of a myth. Technically, yes, immune, but most bodies who issue them will not harbour anyone from offences. If it is from an Embassy, most would hand over the details, unless the offence had been pre-agreed between driver and embassy. ie. Speeding or parking for urgent business. It is pretty unlikely that a crash would be pre-agreed, and most issuing authorities, like embassies, would see the fairness in co-operating with the native authority.
