Catching a cretin on film

If say, I caught a driver doign something stupid, and I mean not just MLM stuff but some really cretinous driving on video camera, would it have any bearing if it got handed into the police? Would it be acted upon?

I would hope you would have to catch a good shot of the driver as well as the car...

Too easy to whack some fake plates on a similar car and film yourself doing donuts in the school playground at chucking out time.

Judging by a previous thread on one of the "britains worst drivers" programs, where someone was shown on TV undertaking while doing close to twice the limit, in a bus lane, without a seatbelt on... and IIRC breaking another couple of trafic laws simultaneously (this was at just ONE point in the journey).

IIRC no action was taken and a couple of enquiries with the BiB (Through other mediums) were met with disinterest.
