Certainly not anything new, but yes some European countries to require you to carry a spare wheel. The AA/RAC sites have good information about driving abroad. One of the most important things to remember is headlamp converters (if you have xenon, the dealer may have to make adjustments by computer)
I am pretty sure that once a car is type approved in any EU country, then that's it - the others have to respect it and cannot say only they demand a wheel or sunscreen, whatever.
So if your car was made and approved without having a spare wheel, like a Lotus Elise, then it is perfectly legal and without hassle to take it abroad.
But yes, you should have some tyre foam/sealant as the car was almost certainly approved with that instead of the wheel.
