what now second NIP

Firstly good morning all,
I seem to have a bit of a problem, have received a NIP for the second time. It was initially offered in July no probs with time out and all that,though the new NIP does have the origional date 16th July, my problem is as follows.
Car was up for sale in the summer and was test-driven by a few people under supervision.
I took driver details from driving licences so as to know who was driving when.
I have received a letter from the Bedfordshire speed finder general in which it is stated
They have been unable to find the driver as he is apparently not in the country at present. Fair enough end of story I thought, but no they have reissued the NIP.
What do I do now return it again as before or what.
I feel that I have to the best of my knowledge tried to help, incidentally the offence was
47 in a 30 at a place I have been had before(Tebworth Toddington so very unlikely that it was me. Though I do seem to remember reading on here about someone also nabbed at this spot who was certain there was no way they were speeding. The trap was mobile three strips in road (as shown in photos from speed cam office back of car not a lot to see) DS2 I think.
How infallible are these traps, and will it need to be an officer manning it.
Any help greatly appreciated.

How inconsiderate of you - if they cant get their money somewhere else of course you should take the penalty for someone elses actions!

Thanks stackmonkey I have registered with pepipoo hopefully they can help.
Think I will returnkit as before, as far as I am concerned I have provided the info they asked for if they can't find him who's problem is it anyway.
Surely they can not expect me to swallow more points and another contribution to the easy cash pile.

I would return the whole lot, complete with a letter explaining the circumstances. This should be enough to prove that you have taken steps to know who was driving your car at the time of the incident and have provided the driver information as requested. Send it all recorded delivery and keep copies of everything.
