Flashed by a Red Light camera.
A couple of questions on behalf of a collegue (honest)

1. How long before you should recieve a summons ?

2. Is there a technicality that if the authorities have not notified you by a certain time they can't inforce it ? (I heard this somewhere, but not sure if it's true or not)

Think you have to hear within 14 days, but not 100% if that is corretc.

Yup, Failing to comply with a traffic sign is a NIP so needs to be served within the 14 days as per speeding tickets. Same time out defences apply as well.

Notice of intended Prosecution asking you to name the driver within 28 days of receipt of the letter. Basically it says on this day date time place, this vehicle commited the offence of xxx and we want to prosecute the driver for this offence, name the driver within 28 days if it wasnt you, fail to name is an offence blah. (A very rough summary!)
NoIP must be served on the registered keeper within 14 days of the offence.

Ok , thanks for clearing that up.
Hypothetically what if you get served after 10 days, but there is a postal problem or Bank Holiday etc?

Just have to prove that it was served in time to have reached you within 14 days. If the post mark shows it could not have reached you within 14 days or was outside the 14 days then you have a possible defence.
Just do a search for NoIP or NIP on here as the time limits and defences have been discussed previously.
