ANPR? M40 J4 This morning

Around eleven this morning the BiB were on the bridge at Handy Cross just south of High Wycombe (the ASDA exit) with what looked like either SPECS or ANPR equipment scanning the London bound carriageway. When I came back at about noon and joined the M40 to go London bound I had forgotten about them until about halfway to J3 where there was a veritable nest of both BiB bikes and jam sandwiches sitting on the hard shoulder lined up like an old style Le Mans start. Disappointed that no-one had been pursued past me while I drove at my legal (and safe in the prevailing weather) speed of 60-70 in lane 1, I carried on to J2 to leave, all the while wondering what the Bib were doing provoking a chase on a busy motorway in poor weather. Then I found out. On the short length of A355 between the junction and the A40 in the layby was a number of BiB vehicles and an occupied car that had obviously been apprehended by said BiB (the driver was apparently being interviewed) and it had a wheel clamp on
Is this what they do if the perp has no tax or insurance? I cannot see what else they can do except uplift it anyway. I assume they escort the offender to the next exit and "invite" him/her to leave the motorway.

Well it sounds like they were catching bad guys. I'm not a fan of big brother techniques, but in this case they're getting dodgy people and cars off the road, making it safer for us all. I think the BiB said that people with illegal cars (in whatever way) were a lot more likely to be involved in crime too.
