anyone notice this at the end of traffic cops?

They do it all the time. Doesn't bother me as there could be a reason you don't know about, and whatever you think about the police, you can't deny they're better drivers than the vast majority of the general public.
What does annoy me is the occasional t
t such as the guy driving the marked up van last week who kept speeding up to tailgate me, then dropping back, then speeding up to tailgate me again. No idea what he was trying to achieve as nobody is going to be stupid enough to boot it in front of a police van.

Some people do. I've had the po-po round my way try this on a few times and not had any luck. I once had an unmarked South Yorkshire Omega do that to me. I was driving a standard Polo at the time. I have no problem with this as they are much better drivers than 90% of the idiots out there. What I do object to are the tw**s in unmarked cars that bait you by tail gaiting you for miles until you get pd off and leave them behind, only to get pulled further up the road. Just like what happened to me a few months back. Luckily he was on his way to a Halloween party so just gave me a telling off!!

Job done, end of story I'd have thought. If you came home and found burglars in your house (happened to my sister a few years back) who are you going to call? The police who arrived at my sister's house did a stealthy approach and two scratters were promptly nicked.

only in the case of actual traffic... the usual panda car I can assure you can be driven by just as poor an idiot as the 90% you mention.
Only yesterday I witnessed a WPC in a panda car struggling to do a 3 point turn and then almost hit several parked cars as she pulled away..

i refer the OP to the sticky post at the top linked to the wiki which vcoveres blues , twos and exemptions for all legit users.
with respect to the driving standards of none traffic plod and of certain ambulance staff , if you aren;t a response driver you may only have had a short assessment drive before being allowed to drive (police 'basic' , SJA's 'basic' authorisation and I believe the fire service have similar for support staff and for FFs who have a LGV licence but are waiting to do the response course which allows them to drive appliances on inspections / hydrant testing / on the way back from calls / service runs etc - but have to swap with a EFAD driver if there's a call) Ambulance PTS staff do a week's training course ( IHCD module D1 , SJA 'operational' ) which allows them to drive vehicles with patients aboard - but this course is no more advanced than many other driver development courses ...
