Motorway Bridge Speed Detection

While we were on our way up the M11 to a Wedding on Friday we suddently saw a mexican wave of red brake lights and had to brake hard along with everyone else from around 80 to 40 mph. (Thankfully in the MPV so had a height advantage), we assumed there had been an accident such was the effect on the traffic, however things suddenly eased up...
30 seconds later I spotted two uniformed officers with a small laser device standing on a bridge above us. I've not seen anything other than vans before so am wondering whether this is a new way of doing things and what the guidelines are on avoiding scaring the public into causing a major accident?
I didn't have the RA2 fitted so couldn't tell if the laser was active or not, not that it matters for most of the public who slam on their anchors without a look in their rear view.

Always the case, the even though I like to think i keep a good space in front, switch on my hazards briefly as a warning etc. You can't do much about the muppets behind.
But at least if one does hit me I'll break the domino effect by hopefully not hitting the car in front.

If someone deliberately ran out into the traffic, and caused a pileup 'cos of emergency braking.. they'd be called insane. So why the lasering on a free flowing road. Pathetic money grabbing Essex as usual. Trying to cause an accident? or just raising money?
