Rural speed limit reductions ?????

I was just looking at the "Quiet Lanes" initiative, where certain lanes are to have their multipurposeness emphasised along with a 20MPH speedlimit. I thought, hmmmmm, there are lots of lanes in my area which the horsey set would like to see cars banned on.
(Not going into how I believe that tarmac and riders are unfair on poor horses little legs, on tarmac anyway)
My sneaking suspicion are "Gateway Zones". In SE Cornwall, we have some excellent stretches of A Road which are being dumbed down under the title of "Gateway Zones". Funnily enough, when these are not bottlenecks, they represent great motoring freedom and fun. More and more signs are cropping up and I thought I would ask, should we expect most fun roads to have their limits dropped.
Does anyone else take the perspective "If there are no cameras/talivans visible, enjoy your car".

Yup! Round me there's loads of rural roads with 30/40 limits which everybody ignores because there is very little chance of seeing any sort of enforcement along these roads.
