Scamera Van......or ANPR?

Hi chaps - would be grateful for your advice....

I was driving on the north bound M3 this morning....somewhere near fleet services....and I spotted (too late) a white van parked sideways on one side of a bridge, with wires running from it and three cameras attached; one for each lane.

Went under it doing an indicated 100mph.....so probably about 95mph really.

Does this sound like a speed camera van or an ANPR unit?
