NIP advice - time delays!?!

Got a company car from Lex but the wife got GATSO'ed on the M11. Anyway, got an invoice for £17.53 from Lex for "processing the paperwork for Essex police", but so far nothing from the Police themselves.
Question is, its been over 4 weeks since the offence (though I am sure Lex got their letter within 2) but I have received nothing - is the bread-knife in the clear?
Advice and thoughts please.

Yeah I also think the 14 day rule only applies to the first NIP.
I'd be pretty peeved if they tried to charge me for filling in a NIP though. Sounds pretty dubious to me, they receive something the have to fill in by law and charge you for it? I'd probably have suggested they don't bother filling in the NIP and so not having to charge me in that case

I had sort of assumed that as long as the first NIP was served then they would be fine. It quotes a crime reference number on the Lex invoice, so there must be some legitimacy to it. But strange I havent received anything yet.
And yes, peeved to get invoiced (and paid via DD) for £17.53 for the privilege of Lex to tell them my address. Mind you, the company used to use Lloyds TSB (what was) for the company car scheme before, they used to charge anything from £30 to £50 for the privilege - double whammy if you ask me!
Wife doesnt know what the speed was, but hopefully not too bad. Strangely she was not concentrating after having a serious run-in on the M11. Long story short, a Porsche next to her was hit by a large lump of metal thrown from the bridge. She saw everything and had the misfortune to be the first on scene as they say. Porsche ended up facing her in lane 3 with a smashed windscreen and a driver coated in blood and a passenger freaking out. Something that I hope I never have to deal with. Anyway, you can sort of see why she wasnt actually concentrating on the road and that speed wasnt No 1 priority at the time. Though to be honest, I doubt that would sway them in anyway.
