Just a thought...
Say you don't was your car for a couple of months and make sure you drive along some country roads to ensure good mud coverage.
What if your plate gets a bit too dirty?
What’s the penalty for having a muddy number plate, I quite often see cars especially 4x4s with muddy plates, but also a lot of normal cars just thick with grey dirt - and you cant read half the plate.
Nor could ANPR, Gatsos, etc

Person driving, or where not driven the owner commits the offence of allowing number plate in any way to become obscure, rendered or allowed to become not easily distinguishable. (S 43 Vehicle Excise and Reg Act 1994)
1000 pound fine, no points but could attract disqualification.
Defence if you can prove reasonable steps taken to prevent.

Got stopped for the very said thing last night.
The back plate was thick with crud from industrial area where I work.
Officer was very polite about it all really.
Told me of the fines etc (same as DVD's explanation) of not having a number plate visible.
Officer did have a good sense of humor about the gatso's etc and said there was nothing which could be done.
However he did point one thing out...
suppose I had rung up and reported my vehicle as stolen, following behind etc they would not know if they had the right car etc and would possibly be wasting their own time as well as the innocent driver being pulled.
Before leaving he gave me a cloth and told me to clean it.

It's time we started to assert that driving's a right....not a bloody privilege.....and removing that right is a crime against humanity.

As for driving being a right I think youll find there are several requirements that make it a privilege!
Insurance, MOT, driving licence, vision, ailments etc
The road would be far less safe if anyone could take to it as a "right"
