+1 for ANPR. Found on entry to almost every town centre, especially those with CCTV. According to story in local paper ( and inserted by police to justify their existence), any one triggered will alert council CCTV centre to track it to help police to send out a unit to intercept (always supposing police have a car and staff available ).
And before the PH Klu Klux clan get out the white regalia and torches to flame me ,i totally agree with ANPR UNITS to remove of non MOT /non Insured cars from the roads. VED, perhaps it's more of a political thing as the RK are possibly committing what HMG consider the most heinous crime of with holding TAX. I agree with hammering no insurance, but the penalties for no MOT, ARE LUDICROUS.
But why STATIC cameras, sited on the entry to town centres. Why not a lot more unmarked ANPR vehicles in the estates where they'd do more good?

Anyway tech has moved on 'floating data' is used using mobile phone tech for data gathering, I suggest you wrap your mobile phone in tinfoil

Because ANPR can be and is used for so much more than just alerting for uninsured vehicles. The static cameras have played a big part in locking up some very nasty offenders in my area over the last couple of years.
