"mobile" safety camera cars ??!?? - seen in so'ton

VW passat estate marked up (very very subtly though) as a mobile safety camera car driving very slowly through the temporary 30mph limit on the Millbrook Road... lady at the helm with some form of headset.
Can moving vehicles such as this legally catch speeding motorists?

IIRC, all automatic speed detection devices are not type-approved for use in a moving vehicle. However, I believe that Brunstrom was granted exemption for a trial run.
Thinking about it, I don't see how they can possibly work. No matter how clever the electronics, logic suggests that without a known stationary point for the measurement, it simply can't be done.

LOL - van driving slowly in a 30mph zone - obviously it's a safety van 
- it's stopped all those other speeding motorists who want to do up to 30mph. No need to take pictures or do anything else - they've stopped you speeding and they've stopped you getting a fine or whatever - be grateful.

military ships and planes manage to get good readings of other objects speeds whilst moving tres fast.!

By removing thier own speed induced doppler and hence speed

How do they know the amount of doppler shift to remove from the returning signal ?
Surely there is shift from both the outgoing and returning signal.
Does the equipment need to know the exact speed of the vehicle from which the measurement is being made.
Obviously I still don't get it.

Got to say the last VW I saw in Hants Traff Pol used to be an old blue VR6 Vento a couple of years ago

No i drive a Mountain bike at the moment. Will be returning to a BMW in April once my attachment has ended.

No this Passat doesn't ring true at all. I honestly don't think it was a revenue van. Conceivably slightly more likely to be an ANPR vehicle but AFAIK these are always static as well.
