T bars on yellow lines

Interestingly I note that a council paint machine was out and about the Old street (EC2) area of London yesterday, and they were repainting the yellow lines, and white on-street car bay lines. What I noticed was that at the join of the yellow line and a car bay they were adding a T bar.
When I asked why - they said they have to now. But then I saw that at a zebra crossing white lines there was not a fresh T bar. Asked them again, and told "they dont have to there."
Which leads to the questions. Are the council being over zealous in their T bars? and are they right Zebra etc dont require the T bar?
I then walked around more and saw that single lines turned into double the other side of zebra; a "Look left" sign and an on street car bay. Which I thought surely all these cannot be correct?

And would it be legal if the double line, while joined by a line across, did not have "drop line" to terminate the two doubles. IE:

There is no longer a requirement to put up the signs
with yellows showing the restriction. Only at the start of a CPZ or where there is a variation in the restriction. Total to partial.

On double yellows that is fine.
However since different councils have different time restrictions on single yellows, and especially in London the zones overlap say between Westminster, Camden, Islington etc, that a large number of tickets will be issued to the unsuspecting at 6.31pm, 7.02pm etc.
