new driving test

Met a Kiwi the other day who told me that NZ has a graded type of licence. Pass A and you are limited to urban driving, pass B and you can do this and rural driving, pass C and you are allowed to use the motorway. Seems like a bloody good idea, dunno if it limits the vehicle in any way though

Most injury accidents occur in urban driving. Still make sense?
