Same thing Happened to me but it was no scam!
It came with the name of a trading company which sounded as if the dealt with fish, thinking it was a scam I decided to see if such a company even existed.
After a bit of detective work I found a company with a different name but dealt in the same type of business. This isn't unusual for more than one company to reside at the same address.
They had an unit number that was the same as my house number and the industrial estate was on a road with same name as mine. I phoned them and asked if it was their vehicle they said it was and requested that I send the document to them.
I refused and instead informed the DVLA so as to make sure in the meantime I didn't receive any NIP'S or PCN'S. I sent the document back to the DVLA with a covering letter explaining that nobody residing at this address either owned or was the keeper of the said vehicle. I gave the address of the company that was the vehicles owner and also kept a copy of the letter for my own records.
I haven't heard anything since or had any bailiffs kicking my door down either.

Well popped into local Police Station, not very interested really
suggested I either send it back to Swansea with a letter, or directly with local VRO.
No checks, or recording of details by them into VRM, or name on document (I obviously dont expect to be told any information, but it would be reassuring for BIB to do so for their own purposes.
I Always try to give BIB the benefit of the doubt, but once again I come away with little confidence in all things motoring.

To be fair, there is not a great amount of merit in doing a check. A PNC check will just reveal what is already shown on the V5. Unless someone is actually going to investigate the previous keeper details and then start a chain of enquiry with who the vehicle was sold on to etc.... there is not all that much to be found.
WIthout further justicication things like a #TE check, i.e. tracing all checks made on the vehicle, cannot be justified as it would take hours.
