isn't this what speeding laws are for?

Did a bit of thinking on my drive in to work this morning. 40 odd miles on the M62.
All I did was to to see which vehicles stood out from the point of view of attracting my attention.
Most don't infact, and they just sort of 'grey' into the 'wash' as it were.
Brake lights coming on attract my attention, as do indicators and people behind flashing their lights.
Sudden unexpected movements attract my attention more, and I found that I focus in on these types of drivers. Quite a few of these are driving above the speed limit, and if it was me, these are the ones that would get the ticket.
I've also found that cars can pass quite quitely past at what must be 90MPH, without ringing any alarms in my head at all.
SO is that what the speeding laws are for, as an offence to 'do' the numpties, or just to prosecute everyone for drifting over?
