Civillian camera operators.

Just witnessed a civillian speed camera operator leap out of his van and stop a merc sprinter van to lecture the driver.
The scamera was parked in a layby opposite my drive way and while out collecting the sunday papers i stopped to watch the van at "work." The operator lept out and waved the sprinter van into the layby. The operators first words were "are you reading or driving?" closely followed by "you can't have your mobile like that"
Didn't think ciivy operators could stop vehicles? I'm pretty sure he was a civillian, he was wearing what looked like a police uniform without any marks or badges and a hi-vis trafpol style peaked cap (again with no markings).
Its interesting to note that this particular guy was on the look out for more than just speeding motorists.

heh, I'd stop, listen to what he told me, turn the car around, head 200 yards up the road, turn around, and floor it. The expression on his face as I turned around, and asked him if 'he got that' would be worth it, along with telling him his evidence was worthless, and that there was nothing he could do to stop me from doing it again, and again, and again.

Only a constable in uniform can cause a vehicle to stop. So would have had to have been BiB otherwise the stop would have been unlawfull.
i think anyone can stop anyone else .. what would be unlawful would be to stop someone in their car and then pretend to be a police officer .. a civilian can stop a car, just as long as they then don't say "I'm a policeman" or wear a uniform which looks identical to a policeman's etc ..

It's paid for by the Safety Camera Partnerships through fines from previous speeding drivers....
If they didn't catch anyone..there'd be no money to pay the operators and so the vans wouldn't go out....

It's just a fact that at present...nobody can claim it's taxpayer's money being wasted, as the reinvestment of speeding fines pays for police wages.
But...as we keep saying.....unless you vote for some other party than Labour next time....trafpol number WILL continue to be replaced by cameravans.

Except in the case of a RTC where it is assumed that the verhicles are stopped.
I was not aware of anything else except designated PCSO's which have powers of stop as the definition states that a person driving a MPV on a road must stop on being required to do so by a constable in uniform. S163 Road traffic Act.
