Traffic jams now illegal in Black Country...?

"The injunction prohibits two or more vehicles gathering in the combined local authority area "known generally as the Black Country" between 15:00 and 07:00 GMT."
Whilst I recognise there's a significant local issue with this, seems like a hugely over-reaching injunction if the wording has been quoted correctly. I can't find a primary source to see if it's being taken out of context here, but certainly looks like a carte blanche for an officer to take objection to any two cars they don't like the look of...
No mention in any press coverage of legitimate car clubs or any desire to channel the behaviour into anything more acceptable and safer, but ban it and that will work just fine.
I think that generally the readership of Pistonheads would likely distance themselves from the stereotype that this addresses, but it occurred to me that if I did ever find myself driving that road of an evening and an officer stopped me, I suspect he would apply it to me eagerly, based on the damning evidence of the presence of a bonnet scoop and a fruity exhaust note.

If the police didn't have all of the resources needed to police these "cruises" properly before, how will they have all the resources needed to police them properly with this injunction in place?
Hint: Section 59 (judge, jury, some abuse of said law and executioner x2 then there are sanctions with no legal appeal procedure in place)
.

Years ago I lived in a town. I rented a house on a fairly quiet street. EVERY single Sunday, the local yoof would use that street as part of their "cruise". From about 10pm till anywhere between midnight and 2am I would have to put up with throngs of 15yr old Honda civics with dustbin exhausts "cruusing" past. They went round and round and round. It drove me up the wall. The noise was rediculous and the speeds were sometimes lethal. So I can see why this kind of thing might be put in place.
That being said, I have no issues with them congregating out of town or on back roads.

It depends on what is a local priority for the local policing teams.
When you are able to obtain 100 witness statements about an issue, it will make it more important then other issues.

Yup, they'll only arrest "the baddies", as decided by them on the spur of the moment.
