Sold item on forum buyer never paid

Just looking at is it perusing payment for a cat of a van for about 40.00
Buyer promised to pay via PayPal but never did and kept coming up with excuses?
I have his home address and messages mod on there forum who said he would chase them up but could not guarantee anything

Agreeing to buy something on a forum has no legal standing. No money was transferred. Just put it back up for sale. That's presuming you weren't stupid enough to hand over the keys before receiving the money?

Assuming the OP is postman Pat and is either selling Jess the cat or the catalytic converter off his post van.

Simple answer is sell the item to someone else unless you sent it prior to payment (foolish) in which case poop in a jiffy bag and post that to the none payer as you won't be seeing your money or item again.
