So I was flashed on Jan 1st in Norwich. I thought the speed limit was 40mph when it was 30mph. I was in a hire car and I know a couple of weeks ago they gave my details to the police as I was charged an admin fee to my credit card. Since then I've heard nothing. Now for the complication! I live in Qatar, I don't have a UK driving licence and my address is a PO Box. So do you think the ticket has been binned or should I still expect something ?

So where was your driving licence issued?, how much was the admin charge, and what date is it??.
The penalty is likely to be 3 points and 100 pounds.
I would expect some contact to come by the end of February, if not be prepared to be pulled at the airport the next time you enter the UK.

My licence was issued in Qatar and non-eu, so there is no way points can be issued on it. So would I just get a fine ?

Do you have a UK/EU licence at all?? iask as I used to have a Saudi and a UAE licence which came in handy before the computerization came in.
iirc there will be a ghost licence made and points awarded.I assume you produced your passport to hire the car then if you do not get a fine by post then you may well get pulled when you return to the UK, as an aside what is your nationality.

The DVLA can create a ghost licence to keep track of your points. If you get 12 in 3 years you can still be banned from driving in Britain - it just won't stop you from driving in Qatar (or anywhere else in the world where you can drive on your Qatari licence).

Or they might just forget it when they realise that you're a foreign resident, but in theory you can get (UK) points.

I handed back my UK licence in 2006 as was told you couldn't hold onto it if leaving the UK. I'm a non-domincile British Passport holder but resident in Qatar.

i suspect the record still exists
if you were to repatriate and apply for a uk one again with your name unchanged, you would end up with the same number and all your old entitlement still on it

Unlikely you will hear anything if the address given to the hire company is not in the UK, and especially if it's not in the EU.
Just don't worry yourself about it at all. You won't get stopped when next you enter the UK as you won't have a conviction against you. You can only be convicted in a court and it won't get that far as they won't be able to contact you for a summons to appear to be issued.
It is such a minor thing really.

I suspect you now know that who ever told you that you could not keep your Uk licence was talking a load of 5iss,, did you have to do a test in Qatar for a local licence??, if you had kept your UK licence you would probably have been given a Qatar one straight off, when applying in Qatar.

If I were you I would check to see if the DVLA still regard your returned licence as valid, as it was not exchanged/revoked/cancelled for a none UK one it should still be valid, and in the safe?? keeping of DVLA.

The reason I asked was to determine wether he ever had a UK licence, his reply leads me to believe he still has one and will be recorded as such with the DVLA.
But thank you for accentuating that I used "Do" instead of "Did"tongue out

Qatar just issued a licence based on the fact that I had a UK one. All I had to do was an Eye check. I was told by DVLA that as I have no UK address I had to hand back the licence and will be able to receive one if I return to the UK.

So three months have passed and not heard a thing. Apart from the admin fee from the rental company!

You have to have a UK address for a UK driving licence, you certainly don't have to hand it back if you leave.

You may be too late now, but I always "chargeback" any sort of spurious charges on a credit card such as passing on details, it could easily be a scam.

At the very least the hire car company (in this case) has to do a lot of work to prove the charge is valid - time and effort which they can't charge for.

As an aside: many countries have "keeper liability" for speeding offences rather than "driver liability". The UK requires a S172 notice to be signed by the driver, until this is done no one will be stopped at the airport for a speeding offence.
