3.5t Trailer question

Just looking for some clarification ,
A guy in work says that a new law has been introduced where if you have a trailer that can tow 3.5 tonne whether it is being towed empty,1T or 3.5t then the vehicle towing it needs to be capable of towing 3.5 T legally
It's a government run organisation if this makes any difference l
