I was thinking about getting a Ford Ranger Double Cab, the 3.2 Wildtrak model, to use as a private car, but I have just read that this will be subject to lower speed limits than a normal car as it has unladen weight over 2040Kgs. Is this correct or have I misunderstood the legislation? All of the new Double Cab Rangers are over 2040kgs, so this would rule them out for me if that is the case.

if it doesn;t count as a Dual purpose vehicle it will be subject to the 50 /60 /70 light commercial speed limit regime vs the 60 /70/ 70 'car' one ...

Agree with above and if ulw > 2040kgs then the lower limits apply.

Mind you it's no wonder people get confused when such as the below link to Thames Valley refers to Ford Ranger as dual purpose vehicle in their double cab pickup faq. Oops.

Yes, I saw that link, the older pick-ups all seem to have been a fair bit lighter than the newest models.
