A parking ticket was issued to a vehicle by Sheffield City Council on 19th September 2014, under the Traffic Management act 2004, and Civil Enforcement regs, 2007. The Notice to Owner was dated 21 January 2015, and replied to on 2nd February 2015, with driver details.

Sheffield city council have today rejected this representation, and given me a TPT appeal form.

Is there any prescribed time limit for issuing the NtO, as 3 months seems a little excessive? I know speeding NIP has to be with 14 days, private parking 56 days, etc, but does anyone know if a similar cut off point exists for local authority parking?
I'm confident I can appeal on other grounds anyway, but would like to put this into the mix as well if possible.

From the guidance to local authorities:

"The Notice to Owner may be issued 28 days after serving the penalty charge, and we expect authorities to send them within 56 days. The ultimate time limit, in exceptional circumstances, is six months from the “relevant date”."

The statutory instrument 2007/3483, Regulation 20, gives the legislation for the six month period.
